Inner City Action began with a simple but powerful vision: to see lost and hurting individuals fully restored. Guided by a deep desire to help those in need, Pastors Frank and Kim Saldana, along with an initial team of 12 volunteers, began serving meals under the Crosstown Freeway bridge in Stockton, California.

What started as a weekly outreach providing food, clothing, and worship quickly grew from serving 50 people to over 500. Through years of faithful service to the unhoused community, our mission expanded.

Today, Inner City Action has a vital presence and multiple facilities across the Central Valley. We empower and equip visionary leaders, launching them into cities across America to ignite hope and revitalize communities.
